Asia to US Rate Development (through July 2016)

Posted on May 2

07/17/2016
The General Rate Increase filed to become effective 07/17/16 has been cancelled.

07/15/16
Carrier decided to implement the Peak Season Surcharge effective based on some demand increase on certain lanes leading to a tightening of available space.
Effective 07/15/16 a mitigated Peak Season Surcharge will be in effect as follows:
Peak Season Surcharge
Scope: East Asia to USA and Canada
Effective Date: July 15, 2016 (date of cargo receipt at origin)

A.) To all ports on and points in the US and Canada via West Coast ports:

USD 225 (initially USD 540) per 20′ standard container
USD 250 (initially USD 600) per 40′ standard container (40′ x 8’6″)
USD 250 (initially USD 675) per 40′ high cube container (40′ x 9’6″)
USD 320 (initially USD 760) per 45′ container
USD 5 (initially USD 12) w/m

B.) To all ports on and points in the US and Canada via East and Gulf Coast ports:

USD 180 (initially USD 540) per 20′ standard container
USD 200 (initially USD 600) per 40′ standard container (40′ x 8’6″)
USD 200 (initially USD 675) per 40′ high cube container (40′ x 9’6″)
USD 255 (initially USD 760) per 45′ container
USD 4 (initially USD 12) w/m

The Peak Season Surcharge (PSS) will be applied on all dry and refrigerated container rates.
Carriers announced that they plan to increase the Peak Season Surcharge as of 08/15/16 (date of cargo receipt at origin) up to the following levels for all cargo via all ports:

USD 900/20′ standard container
USD 1,000/40′ standard container (40′ x 8’6″)
USD 1,200/40′ high cube container (40′ x 9’6″)
USD 1,410/45′ container
USD 20 w/m

The Peak Season Surcharge (PSS) will be applied on all dry and refrigerated container rates.
We are sure that these increased levels will not hold unless the market conditions change dramatically by mid-August, so we expect the levels to be adjusted prior to the effective date of 08/15/16.
Carriers did not follow a clear path on this increase, due to FMC Regulations we are forced to file this increase at the highest possible level in our tariff today.

06/30/2016:

Carriers have announced increase levels for August 2016, resulting in the filing of a General Rate Increase as follows:
General Rate Increase (GRI) Effective 08/01/16 (date of cargo receipt at origin):
From: All Asia (includes Far East) and Indian Sub-Continent Ports of Load
To: All U.S. and Canadian Ports of Discharge and inland points via said ports

USD 900 per 20′ standard container
USD 1000 per 40′ standard container
USD 1000 per 40′ high-cube container
USD 1000 per 40′ reefer container
USD 1266 per 45′ standard container
USD 20 w/m

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.
The Peak Season Surcharge scheduled to go into effect on 07/01/16 is postponed to 07/15/16.

06/17/2016:
Some carriers are trying to further increase rates in July, most likely anticipating higher demand meeting reduced capacity created by recent changes to vessel strings on the TPEB.
We therefore filed a General Rate Increase as a precaution as follows:
General Rate Increase (GRI) Effective 07/17/16 (date of cargo receipt at origin):
From: All Asia (includes Far East) and Indian Sub-Continent Ports of Load
To: All U.S. and Canadian Ports of Discharge and inland points via said ports

USD 540 per 20′ standard container
USD 600 per 40′ standard container
USD 675 per 40′ high-cube container
USD 675 per 40′ reefer container
USD 760 per 45′ standard container
USD 12 w/m

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.
It is at least questionable if the market will accept two increases, plus a proposed Peak Season Surcharge, in one month, so we expect the outcome to be the usual mitigated level at the time of implementation.
We will advise final increase levels as usual closer to the effective date.

06/15/2016:
The Peak Season Surcharge scheduled to become effective 06/15/16 is being postponed to 07/01/16.

05/31/2016:
We are pleased to advise that current market conditions allow us to mitigate the previously filed General Rate Increase effective 06/01/16 to the following levels:
General Rate Increase (GRI) Effective 06/01/16 (date of cargo receipt at origin):

USD 150 (initially USD 675) per 40′ reefer container

Following their monthly patterns carriers advised the next General Rate Increase today to be effective in July 2016. Based on this we have filed a GRI today in our tariff as follows:

USD 675 per 40′ high-cube container

USD 760 per 45′ standard container
USD 12 w/m

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.
Based on market conditions the Peak Season Surcharge initially filed to become effective 06/01/16 is being postponed to 06/15/16.
05/15/2016:
We are pleased to advise that the current market conditions allow us to cancel the previously filed General Rate Increase effective on 05/15/16.
05/01/2016:
As expected, the current market situation does not support the initial increase levels filed by carriers for the General Rate Increase effective 05/01/16. We are therefore able to adjust the increase levels as follows:
General Rate Increase (GRI) Effective 05/01/16 (date of cargo receipt at origin):
From: All Asia (includes Far East) and Indian Sub-Continent Ports of Load
To: All U.S. and Canadian Ports of Discharge and inland points via said ports

USD 180 (originally USD 1080) per 20′ standard container
USD 200 (originally USD 1200) per 40′ standard container
USD 200 (originally USD 1275) per 40′ high-cube container

USD 3 (originally USD 24) w/m

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.

04/28/2016:
Carriers continue their monthly approach to rate increases and advised the next General Rate Increase today, to be effective 06/01/16. Based on this we have filed a GRI today in our tariff as follows:
General Rate Increase (GRI) Effective 06/01/16 (date of cargo receipt at origin):
From: All Asia (includes Far East) and Indian Sub-Continent Ports of Load
To: All U.S. and Canadian Ports of Discharge and inland points via said ports

USD 600 per 40′ standard container
USD 675 per 40′ high-cube container

USD 760 per 45′ standard container
USD 12 w/m

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.
In addition, carriers anticipate an increase in cargo demand due to the upcoming seasonal events (Back-To-School, early holiday shipping) and are therefore announcing additional Peak Season Surcharges as of 06/01/16, which we today filed as follows:
Peak Season Surcharge (PSS) for all dry, reefer, flat rack and open top containers from Asia and the Indian Sub-Continent to all USA and Canada destinations, as set out below:
Scope: East Asia to USA and Canada
Effective Date: June 1, 2016 (date of cargo receipt at origin)
To all ports and points in the US and Canada:

USD 540 per 20′ standard container
USD 600 per 40′ standard container (40’ x 8’6”)
USD 675 per 40′ high cube container (40’ x 9’6”)
USD 760 per 45′ container
USD 12 w/m

The Peak Season Surcharge (PSS) will be applied on all dry and refrigerated container rates.
The Peak Season Surcharge will be charged in addition to the base rates and other surcharges per our tariff and all Negotiated Rate Agreements in place.
It is unclear if the market situation will have changed drastically by the end of May to allow the implementation of a GRI and PSS at the same time. We expect increase levels to be amended based on the market outlook closer to the effective date of these planned increases.

04/18/2016:
Market conditions allow us to cancel the General Rate Increase effective 04/15/16.
Carrier actions for mid-May are unfortunately unpredictable in light of the current outlook on pre-bookings. Unfortunately carriers have in the past only offered rates effective for two weeks in times of uncertain markets.
To be prepared for possible carrier actions we have filed the following General Rate Increase effective 05/15/16 as a precaution:
General Rate Increase (GRI) Effective 05/15/16 (date of cargo receipt at origin):
From: All Asia (includes Far East) and Indian Sub-Continent Ports of Load
To: All U.S. and Canadian Ports of Discharge and inland points via said ports

This GRI applies to all rates for dry, reefer, flat rack and open top containers filed in our tariff or agreed to in Negotiated Rate Agreements.
We will advise further details closer to mid-May.
