January 31 Deadline Looms For Exclusion Requests for China List 4A Goods
Reminder: Exclusion requests for the 15 percent additional tariff on List 4A imports from China may only be submitted until Friday, Jan. 31, 2020. Any exclusions granted will be effective for one year, starting from the Sept. 1, 2019, which was effective date of the List 4A 15% tariff. Exclusion requests may be made through the USTR’s Exclusion Request Online Portal.

The USTR Issues Another Round of Product Exclusions for China Section 301 List 3 Tariffs
The Office of the U.S. Trade Representative (USTR) has announced additional exclusions from the Section 301 additional 25 percent tariff on List 3 goods from China. With this notice (found here), 2 HTS subheadings have been completely excluded. Additionally, the USTR announced 66 partially excluded subheadings for products including steel staples, steel clamps and poles, aluminum items, hand tools, flatware, pumps, auto parts, winches, tie down straps, mobile phone chargers, video cameras, tanning lamps, muscle stimulation devices, bike saddles, microscopes, metal chairs, hunting stands, wheeled trays, and baby crib liners, leather briefcases, storage containers, and woven fabrics.
These exclusions which must be claimed using new HTSUS subheading 9903.88.37, will be retroactive to Sept. 24, 2018, and remain in place until Aug. 7, 2020. Please note that these exclusions are available for any product that meets the specified product description, regardless of whether the importer filed an exclusion request.

USTR Announces Additional Section 301 List 1 and List 3 Exclusions
Additional exclusions from the Section 301 additional 25 percent tariff on List 3 goods from China have just been announced by the Office of the U.S. Trade Representative. Some of the affected products include Fabrics, Fruit, Seasonings, Ropes, Ladders, Headlights, Brake Parts, Chairs, Tables, Calculators, and Lamps. These exclusions are available for any product that meets the specific product description, regardless of whether the importer was the one that filed the exclusion request.
This latest list of exclusions contains 35 HTS subheadings which are partially excluded, plus 9 HTS subheadings that are totally excluded. The USTR notice which lists all affected products and HTS subheadings can be found here. This latest round of exclusions will be applied retroactively to September 24, 2018 and will expire on August 7, 2020.
In addition to the above, the USTR also announced a new partial HTS subheading exclusion for List 1 HTS subheading 9030.90.4600. This additional exclusion will be applied retroactively to July 6, 2018 and will expire on October 1, 2020. A copy of that notice which lists the affected items can be found here.
